CNCCC International Tendering Co., Ltd. (hereinafter referred to as“theTendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd.(hereinafter?referred to as “Tenderee” ), intends to purchase the Goods and the?relevant?services required under LH16-2 EPC PROJECT by International?Competitive?Bidding. The Bidders are kindly requested to provide the following?Goods and?services with sealed bids.

投標貨物的制造商應通過ISO9001認證，投標人應在投標文件中提供制造商的有效的質量管理體系認證證書.
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the?Bidder?shall?provide?manufacuturer's?valid?Certificate of Quality Management System Certification?in?the?Bid?Documents.

投標人至少提供制造商的2套，每套為兩級壓縮且二級排壓大于等于2.4MpaG的海上應用（海上項目是指海洋石油生產裝置，包括固定式或浮式）螺桿機銷售業(yè)績。
Requirement?for?Bidder's reference:
The bidder shall provide at least two?sets, two stages and the second stage?discharge pressure shall be at least 2.4MpaG, of offshore service(offshore oil?production facility, including fixed or floating) in screw compressor sales?performance.
投標人需按規(guī)定提交業(yè)績表，并提交相關業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關技術附件）。
The?bidder?must submit performance table according to regulations, and?submit performance?certification documents. Performance?certification documents?include but not limited to: copies of sales contracts(including relevant?technical attachments).
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內容：貨物名稱、數(shù)量、制造商名稱、項目名稱、使用環(huán)境（海洋石油生產裝置，包括固定式或浮式）、技術要求（兩級壓縮、二級排壓大于等于2.4MpaG）。未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗證貨物名稱、數(shù)量、制造商名稱、項目名稱、使用環(huán)境（海洋石油生產裝置，包括固定式或浮式）、技術要求（兩級壓縮、二級排壓大于等于2.4MpaG），均視為無效業(yè)績。
The?performance?certificate submitted by the bidder must reflect at least the?following?contents: name of the goods, quantity, manufacturer, project, usage environment(offshore oil production facility, including fixed or floating), technical?requirements (two-stage compression and the second-stage discharge pressure is?greater than or equal to 2.4MpaG). The failure to submit the performance?certificate or the failure?to verify the name of the goods, quantity, manufacturer,project, use environment (offshore oil production facility, including fixed orfloating), technical requirements (two-stage compression and the second-stage?discharge pressure is greater than or equal to 2.4MpaG)provided by the?performance certificate shall be deemed as invalid performance.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年12月18日開始至2018年12月25日止，請登錄中國海洋石油總公司采辦業(yè)務管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following?method:Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn)on the page of Invitation for bid for purchasing?Bidding Document from Dec.18th, 2018 to Dec. 25th,2018.For the first time of login, a registration (free of charge) is needed?and only?after successful registration, Bidder can purchase Bidding documents?online. The?whole purchasing process must be operated online and offline payment?will not be?accepted. ?After successful payment of RMB 2000.00 or USD 350.00 for?each copy of?Bidding Documents which is non-refundable, Bidder may download the?Bidding?Documents. Bidder fails to purchase Bidding Documents online is not?eligible to?bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規(guī)定提交的投標保證金，并于2019年1月8日上午9:30（北京時間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
